Reassigned Numbers Database (RND) (FCC)

The Reassigned Numbers Database (RND) is a system mandated by the Federal Communications Commission (FCC) in the United States. It helps businesses and organizations avoid calling phone numbers that have been reassigned to a new consumer—which helps reduce unintended robocalls and ensures compliance with TCPA (Telephone Consumer Protection Act) regulations.

✅ What is the RND?

  • Purpose: To prevent calls and messages to consumers who did not consent to be contacted.

  • Problem Solved: When a consumer gives consent and then gives up their number, the new owner of that number may receive unwanted calls. The RND helps avoid this by letting callers check if a number has been reassigned since a given date.

  • Who Uses It: Businesses that make outbound calls or texts (e.g., for marketing, collections, customer service).

? How to Use the Reassigned Numbers Database

1. Register Your Business

  • Go to the official RND website: https://www.reassigned.us

  • Create an account by providing your organization's information and purpose for querying.

2. Submit a Caller Profile

  • Define your business use case and confirm compliance with TCPA requirements.

  • Include the list of phone numbers you're checking and the date the consumer provided consent (called the “query date”).

3. Upload Number Lists

  • Upload phone numbers to the portal via:

    • Manual CSV upload

    • API integration (for automated systems)

4. Check the Results

  • The system will return one of three responses per number:

    • Yes – The number has been reassigned since the query date.

    • No – The number has not been reassigned.

    • No Data – The system has no information about the number.

5. Take Action

  • Avoid calling numbers with a "Yes" result to remain TCPA-compliant and avoid potential fines.

⚠️ Important Notes

  • There are usage fees for querying the database (based on volume).

  • Compliance is especially important for businesses using autodialers or mass-texting platforms.
